Referral refers to process of assessing and evaluating a child for special education purposes. There are several reasons for referral because not every child will cope with the existing system and the classrooms they are sitting in. Learning disability, ADHD and behavioral problems lead to a child referred for a special education. Most of the time the child might need a different environment to thrive instead of the regular school environment. Bullying might have been another reason for losing confidence and self-esteem which could be built back in a special environment. There is also a pre-referral process that would try all the reasonable efforts to accommodate or modify the child’s ability or behavior before referring them for special education.

This will definitely help the child and the parents over a period of time to get additional and special care thus getting back to the mainstream. There would be yearly assessment to ensure that the program is effectively administered and to see whether the child still needs special education programme or could be taken back to the normal school system.
