Answer: It is important to identify the information requirements of a new system prior to building the sysem.

firstly, we should know about the term what is requirment and why it is so important.

This is the initial phase of the development process wherein the development team works closely with the customer to determine the customer's requirements for the product. The requirements phase identifies the functionality, performance levels, and other characteristics which the product must satisfy in order for it to be acceptable to the customer.

For building a better system we have to get all the important information requirment when we are going to make a new system .

Now the point is that why in terms of change managment in IT implementation , it is imortant.

Change Managment:

Change management at the system level is about ensuring that a system achieves its intended results and outcomes by supporting the individual transitions required by that system. When you install a new technology, employees must adopt and use it to deliver value.

Like if we don't know about the proper information and requirments of the system that we are going to develop ,then what if we doen't get desired output and futher we have to make changes in the system and sometimes it is next to impossible to make changes .changes in hardware ,changes in software,changes in components .These things makes your system complex. That's why we need to identify the information requirments to make a best system.
