If I am correct..You need a circuit for charging your 12v battery using solar panel and then Using that you need to operate your robot that uses 9v supply.
The first part that is charging 12v battery is done in one generalized well known method...that is using Boost converter with some compensator to keep your voltage constant as 12volts. In detailed, you connect your solar panel output to the input of boost converter and the sample of output is given to the compensator as feedback.Then based on your output the compensator changes the duty ratio of the switching device that you are using. In order to give you a desined parameter values, your question should be clear and more specific about lot many things like...your desired frequency ranges, tolerable ripple values etc.
Coming to second point that is connecting 12v battery to your robo that uses 9 volt supply..."As person to person I didnot get you why you are using 12v battery then reducing it to 9v supply since its waste of circutry and time" but yet if there might be something I might not know, so here is your solution=---- after charging your 12v battery connect it to a buck converter input and make the duty cycle such that your output voltege is 9v. In detailed, connect your 12v supply to input of buck converter and inorder to maintain constant output, u need one more compnsator that controls your duty cycle.
Thus, this might me a better overview of how u can built a circuit but it is lot more complicated to make a physical circuit. You still need a lot more details to design a real time circuit.
