The answer is true. There is concerted efforts of various transcription factors to carry out transcription of eukaryotic cell. The reasons behind this are
1) There is no need to express all the gene at a time. Also a specific cells express only its special gene when it required. So in order to locate/specify the gene/genes for transcription, eukaryotic cells required co-ordinated activity of various transcription factors(for example DNA- binding regulatory proteins or transcription factors-CREB,CBF )
2) In order to perform smooth activity of RNA polymerases II, i.e initiation, elongation and termination, it requires sequential activities of respective transcription factors during transcription.
