In his book, The federal Land revisited, Marion
Clawson proposed what he called the "pull back concept" Evaluate
the pullback concept as a means for conservationists to prevent
some mineral extraction of timber harvesting on federal
lands.
Conservationists can use the Pullback concept in preserving ecological hotspots. For instance, if the government expresses its intention to commercialize some forest land for timber harvesting and some part of this land supports the habitat of some endangered species. In such cases, if the person or group who takes this land for timber harvesting on the whole area leads to the destruction of habitat and environment conducive for the endangered species then this step will threaten the existence of these species and will ultimately lead to the extinction of endangered species.
However, if there is a Pullback concept in place as suggested by Marion Clawson, then conservationist can use that concept and may apply for that parcel of land to be leased to them and thus can keep that land in its original position and providing necessary support to endangered species to live freely.
These adjustments will serve two purposes:
- It will enable the harvesting of the timber in limited land.
- Endangered species could be protected and preserved in the habitat region.
Thus, the Pullback concept can be used to perserve the species.
