The concept used is electric field in between the parallel plate capacitor , after placing the dielectric in between the plate then the electric filed gets reduced by the factor k , and then potential also reduces by the factor k , earlier the maximum separation without spark is more means above that distance there will be no spark occur , but now distance changes after dielectric inserted.
