Yes, of course ELISA can be used to determine if someone has been previously infected with SARS-CoV-2.

ELISA stand for enzyme linked immunosorbent assay. In this method the presence of trace amount of antibodies against a particular antigen is being detected.

The entry of the given virus is via a transmembrane protein of the host cell, shown in figure:

After its entry the body will produce a minimum amount of antibodies against it to nutrilize. These antibodies is being detected in the ELISA method. by this method the SARS-CoV-2 can be detected.
