A democracy is a government by the people. If you do not engage in the political process, are you a good citizen? If the majority of citizens do not participate in the political process, is it still a democracy?
Part (a) :
Someones engagement in the political process don't decide, if you are a good citizen or not in whole. There are some good people out there who are very poor and don't get the opportunity to participate in political process, who don't have any awareness regarding the process. And there are some citizens out there who are irresponsible, ignoring and complacent towards the political process by not participating in it.
Part (b):
Undoubtedly, the question spans multiple paths and answers. However, here, I would like to read about the importance of direct participation of citizens in the creation of laws, in the fight against corruption, in the resolution of urban problems. Because, I believe that it is necessary to enable popular participation in all decision-making processes, so as to promote the effective institutionalization of procedures and the proper expansion of population-focused plots. So, It depends on the situation. Like if the elected leader through an unhealthy participation is totally devoted to people, serving them with a big heart , solving everyone's problem, promoting nation growth,The democracy persists.
