No, power is not needed to engage in political behaviour as it is always the determination and zeal to conquer things, In political history of many countries we have seen many influencers coming from one corner of small town without any power but with the determination to bring positive change in the society whereas power in the political behaviour mostly is used in negative way and are stones in the way of people who are here to bring positive change to the society. Power mostly is used in wrong way but if used in right way can definitely bring changes to polotical environment of every country . In recent year there has been a huge evolution in mindset of people as they have become more aware and reciprocate the wrongful use of power through unity among themselves

So we can say at last that power is not needed primarily to engage in political behaviour but is always a plus point if used carefully
