The​ saying, "When in​ Rome, do as the Romans​ do," is appropriate in the negotiation process means that negotiators can belong to a group or society with its own system of conduct. Whether the boundaries of the group are ethnic, organizational, ideological, or national, its culture influences members’ negotiations by their conceptualizations of the process. The rules and practices of negotiation vary across cultures thus makes processes different and specific to that culture. Parties must be able to interpret such different behaviors well enough to differentiate common from conflicting positions, to identify movement from positions, and to respond in ways that maintain communication.

So in conclusion, I would like to add that whenever a negotiation occurs in any culture or background, it follows the rules and norms of such culture.
