The motion of a pendulum is swinging from mean position to the extreme position . The velocity of pendulum varies from positive to negative during the oscillation, and also becomes zero . So the velocity is zero at the extreme positions. There , the velocity changes from a velocity to left to the velocity to the right.

SO THE VELOCITY IS ZERO AND MINIMUM AT THE TWO EXTREME POSITIONS OF THE PENDULUM.

AND, THE POSITION IS ZERO AT THE MEAN POSITION, because at the mean position, total displacement is ZERO.

At the mean position , the bob is at the least height hence the potential energy is zero and when it is pulled to the extreme position it gains potential energy.
