a) = 23% = 0.23
1 - = 1 - 0.23 = 0.77
margin of error = E = 5% = 0.05
At 99% confidence level
= 1 - 99% =1-0.99 =0.01

= 2.58
sample size = n = (Z / 2 / E )2 * * (1 - )
= ( 2.58 / 0.05 )2 * 0.23 * 0.77
= 471.53
sample size = n = 472
b) = 1 - = 0.5
sample size = n = (Z / 2 / E )2 * * (1 - )
= ( 2.58 / 0.05 )2 * 0.5 * 0.5
= 665.64
