ANSWER:
1.
It is the business civilization where no one wants to take to
initiatives.
Everyone is in their comfort region and let the procedure to go in
front as it has been occurrence in the past.
Thus, top executive have industrial a comfort zone and they don’t
desire to come out of it.
It is reflecting in their fear to lose control and power due to
change.
Besides, present is a weak directorial culture where rule book is
more significant than the inventive approach as optional in the
case.

The PMO will speed up the completion process since of the following
reasons:
1. Clarity on roles and responsibilities of people involved in the
PMO
2. Higher share of power and authority is owned by the PMO
3. An active interest shown by the president of the company

Yes, it is connected to the Hierarchy and association arrangement
of the organization.
Either it is flat or vertical association system, if the chief in
sequence officer is located ahead of PMO, they PMO has to report to
the CIO.

Having six or less than six life series phase will save time and
project team will devote more on project management work rather
getting busy in planning of official procedure of a clerical
nature.
Not doing so, will cause under operation of the capability of
project manager and project will suffer.
Each life cycle phase involve official procedure to here the
work.
It consume lot of time.
Thus, having 6 or less than 6 life cycles will be good as decided
in the case.
