You can access the configurations a Proxy Server in IE using: LAN settings

Please find below steps:

1. Open your Internet Explorer (IE) Browser
2. Under Tools Menu select 'Internet Options'
3. Click on 'Connections' tab
4. Then Click on 'LAN Settings' button
5. In the LAN Settings, uncheck box that says 'Automatically detect settings'. Then in Proxy Server Section, click on checkbox to enable 'Use a proxy server for your LAN'
6. In the Address field, then enter the proxy server address and port. These both have their own boxes under 'proxy server' header
7. Click OK button and then OK again. This will close the Internet Properties panel and will save the changes done.
8. Close and Restart the Internet Explorer (IE) Browser. Now the Web page will be loaded from the proxy server which got specified.

If there is no LAN (connected through Solo DSL connection), then under 'Dialup Settings',  then under 'Dialup Settings' highlight the dialup networking profile you use for Internet access.

Then click on the 'Settings' button to access options for that specific dialup session.
