Once you identify those needs, what do you do to get what you want? What is your treatment plans or strategy plans to achieve those needs you haven't get. You need to identify what are the change strategies that you need to adopt in order to achieve those needs.

My aim or need that not completed is to get a decent payscale.

For getting a decent payscale you need to improve our skills or we can generate another passive income which helps in getting extra income from may more then the most of the engineers are getting from their jobs.

Or another things I can do is to master my skills that are required in the field of engineering. This skills gives you advantage over others. These are the way you can achieve that you want.

The clear strategies to get what I want is to learn more and mastering in the skills required in particular field.
