Its an introductory paragraph as it starts with ‘a fact’—30 percent of high school graduates …. ‘, and continues to keep the reader guessing as to the reasons for why graduates are not actively seeking career based employment. It also ends on a curious note, with ‘a different way at looking at the employment picture’. This arouses the curiosity of the reader who would want to read further to understand the meaning of this statement.

For example, the paragraph states that the jobless numbers have declined, this statement would be clear if this could be further supported by the actual statistical data as to the percentage of decline and a brief comparison with the previous years’ data, this will be more effective in proving the authenticity of the statement made.
