Your friend suffers from extreme social anxiety. When he goes to a large gathering of people he does not know, he experiences heightened levels of anxiety that doesn't go away.
Neuroscience
Principles of biology can be applied in psychological, genetic and developmental mechanisms of behavior in humans. As per the results of several brain scans, people with hyperactivity in area of amygdala of brain are more prone to social anxiety. In the given example, may be that friend has a hyperactivity in amygdala region.
Socio cultural factors
Socio cultural factors can influence, how members experience the world. It has a major role in forming appropriate and inappropriate behavior. In some cultures and religiin, people are not expected to celebrate events with music, dance etc. May be that person has some cultural restrictions. So may be he is not familiar with such an event.
Behavioral psychological perspective
The behavioral perspective is concerned with, how environmental factors affect with observable behavior. If that friend got afraid of bullying acts by any strangers in childhood, then there is chance for social anxiety in older ages too.
