In simple harmonic motion acceleration is maximum at the extreme points that is at the displacement equal to the amplitude because the force which is retarding in nature is maximum, so at this point all the kinetic energy is being converted into potential energy and hence the velocity becomes zero which is the minimum value for the velocity in SHM.
Now in simple harmonic motion the velocity gets maximum at the equilibrium point because there all the the potential energy possessed by the particle at the extreme position has been converted completely into the kinetic energy and hence the acceleration becomes zero at equilibrium position where velocity is maximum.
