Perception refers to the identification, organization, and interpretation for the information that is sensory in order to make the information that is understandable and presentable.
External world refers to all thing and events that can be experienced by the human and they do not depend on mind.

Yes, it is possible to experience others' perception and it is known as person perception. In it, we create impressions of another individual and tries to per dove the conclusions that they may make.
