Yes, I agree with this claim. personalities are not randomly distributed. Instead they fit into distinct geographic clusters. Depending on the society that we are brought up, we tend to obtain certain characteristics that are prevalent in the society. This is referred to as social learning. A person tends to learn via imitation, followed by mimicking. This not only develops a form of personality prevalent in the society, it also allows the person to fit in the society as being socially accepted.
Though a person might be rebel or display different characteristics, against the prevalent norms, these might only be one aspect of their personality. For example, in the society that I live in, there is a prevalence of caste system. But I refute it. Though, this is one aspect of the social norms that I stand against, there are more than 50% of my characteristics which are attributed by the society.
