AT&T way back in 1970 was under eyescanner of AntiTrust regulations as it was natural monopoly in wireless telephony and thus it took 7 years and 4 attorney generals to resolve case as it created monopolization which breached Sherman Act of 1890 which barrs monopoly markets or conspiracy of trade between players.

Similarly, Tmobile and Sprint merger was initially rebutted by AntiTrust regulations in past 2 years as it created cartelisation and seeks collision which will affect consumers. It basically breached Clayton Act which substantially lessens the competition as per AntiTrust regulations.
