During the year of 1993, the health reform of Universal coverage was unaccepted by the Congress which was proposed by the first lady Hillary Clinton. But in 1996, there was a restriction of -existing conditions in health insurance coverage determinations, establishing the standards for edictal rerecords privacy, creating tax favouring treatments for long-term care insurance which were resulted from the Health Insurance Portability and Accountability Act

The Health Insurance Association of America and the National Federation of Independent Businesses can be seen as the two main reforms which faced a lot of opposition from the staff as both of these reforms were believed to have to create the difficulties for the smaller members.

The support of was also divided and they came up with the variety of proposals and then all of these steps created a lot of hurdle in the path of President's plan.

Pros and cons of developing a state health insurance exchange are as below:-

Cost reduction and improved quality of services

Cons:-

There was a lot of limitation in the selection of insurer or it was almost not allowed to the customers

There was an increase in the premium to be paid which is still on the upper side.

Silver Sneakers program rationale:- this is quite helpful in advancing the period of insured and it is also proving to be a cost-saving method which could be utilized for the propose of patient hospitalization and it indicates about the sustainability of the program and the greater motivations are provided to the insured to maintain fitness and therefore leading a high-quality life.
