Explanation

The groups which are outside the coordination sphere ( that is square brackets in the structure ) can be ionised . thus the compounds which have Cl- ion outside the square brackts are the primary valency and are ionisable.

Similarly the water molecules out side the coordination sphere are easily removed(dehydrated ) by H2SO4 . They are just water of hydration/crystallization.

However the H2O or Cl inside the square brackets(coordination sphere) are satisfying the secondary valency and can not be removed/ionised.
