Over the years the laws have changed about the clean water act.The great lakes water quality agreement of 1978 signed by USA and canada where they agreed to reduce the toxic pollutants in the great lakes.This law required EPA to establish a quality standard of addressing 29 toxic pollutants with the maximum level of safety given to humans, wildlife and aquatic life.
