Answer:
there are three streams of opportunity. these are as follows:
Problem steam:
In Kingdon's model, the identification of the problem is the first step. It contains the public's perception of precautions that are supposed to be taken by the government. This problem comes under the acknowledgment of the policymaker due to crisis or other dramatic events.
For example: If there is a problem in the water supply of the local community, then the problem stream contains the public's perception of precautions that are supposed to be taken by the government.
Policy stream:
It includes the results or output of analysts or experts who analyses the real problem and promote an effective solution for it. In this stream, the several possibilities for policy action are assessed, identified, and selected as a feasible solution.
For example Policy stream contains expert who asses this water problem in the locality and proposes a solution.
The political stream contains the thing that affects body politics like legislative turnover, change in the mood of the nation, advocacy campaigns for an interest group, etc.
For example, It would include advocacy campaigns for interest groups to eliminate this problem.
According to the kingdon, there are different changes for each stream until the policy window is open. Only after then, these streams cross. the window opening can be initiated by external factors such as accidents, crisis, or lack of policy entrepreneurs.
