Here first we have to find the 4 QTR centered moving average. Also here we have given the four QTR for each year. So for finding the 4 QTR centered moving average we can not able to find the center value of the four values. So we have to Proceed as follows

1) We have to find the 4 QTR moving average.

2) Write the value of the 1st 4 QTR moving average at the center of the first four QTR as 1 , 2 ,3 , 4.

3) Here we get the two center values as from 1 , 2 , 3 ,4 as 2 , 3.

4) Write the value of first 4 QTR moving average at the position of 2nd QTR.

5) Then find the value for the 2 QTR moving average of previously founded 4 QTR moving average.

6) Write this value of 2 QTR at the position of 3rd QTR.

7) Now find the values that we have ask to find that is record the value corresponding to the 2nd QTR of year 2017

Let us do it for our example.

Year QTR Revenue (in $1000) 4 QTR Moving average 2 QTR Moving average of 4 QTR MA
2015 1 205
2 400 258.5
3 200 266.25 262.375
4 229 221 243.625
2016 1 236 223.75 222.375
2 219 216.5 220.125
3 211 227.5 222
4 200 241.5 234.5
2017 1 280 254 247.75
2 275 284.5 269.25
3 261 339.5 312
4 322 328.25 333.875
2018 1 500 340.5 334.375
2 230 360 350.25
3 310 316.25 338.125
4 400 319 317.625
2019 1 325 336.25 327.625
2 241 315.25 325.75
3 379 312 313.625
4 316 347.5 329.75

So here we get the 4 QTR centered moving average for the 2nd  quarter of 2017 is 269.250 Which is highlighted in the last column. So the final answer is the c ) 269.250.
