There is very basic difference between when to use independent samples t-test and a dependent samples t-test

If the sample values are obtained from different attributes then it is  independent samples t-test

and if same observation is tested twice then it is dependent samples t-test

Example:

Let us suppose you have a diet plan and you want to check if it reduces the weight

You take 10 people and weigh them and then put them on diet.

now, after two weeks you again measure the weight of same peopel and compare if there is a significant difference in their weight

This is a case of dependent samples t-test

Now,

You know in you locality certain people work out regularly

You observed there weight and you also take the observations of people who do not work out at all

and compare if there is a significant difference in their weight

This is a case of independent samples t-test
