Different nations have proposed different responses to climate change. For example:

-The United States has proposed to inject aerosols into the stratosphere as a means of solar radiation management.

-China has proposed to implement solar radiation management using reflectors in space.

-Scotland has proposed marine cloud brightening for solar radiation management.

(etc. etc….)

Choosing any one of the above examples, describe in more detail how the response could be implemented. Outline the likely risks covering technical, social and economic perspectives.

Expert Solution

The researchers examined two types of geoengineering, solar radiation management(SRM) and carbon dioxide removal (CDR). All reduced temperatures but all also worsened floods or droughts for 25%-65% of the global population, compared to the expected impact of climate change:

Spraying salt water above the oceans to whiten low clouds and reflect sunlight adversely affected 3 billion people.

Generating microbubbles on the ocean surface to whiten it and reflect more sunlight adversely affected 2 billion people.

Covering all deserts in shiny material adversely affected 4.1 billion people.

Growing shinier crops adversely affected 1.4 billion people.

THe adverse effect on rainfall results from changed differences in temperature between the oceans and land, which disrupts atmospheric circulation, particularly the monsoons over the very populous nations in SE Asia. Nonetheless, Forster said: " Because the climate change is so urgent, we do have to investigare the possibilities of geoengineering"

Climate Change will have a disproportionate impact on developing countries. Many economists have proposed a tax on carbon on other greenhouse gases (generally referred to as a “carbon tax”). a) Why do economists favor such a tax? What are the limitations of such a tax? b) Suppose a carbon tax is not politically feasible. Design an alternative policy, or set of policies, to lower greenhouse gas emissions. c) Do you think your proposal is politically and economically feasible?
