Carbon atom in a carbonyl group can't form hydrogen bond with water molecule because hydrogen bond can formed between hydrogen and highly electronegative atoms like fluorine, oxygen and nitrogen. Since carbonyl carbon is less electronegative so it can't formed hydrogen bond.
