State and localities should be trying to comply with the immigration policy of the the Federal government because they should be subjected to the laws of the central government and since they are operational in a country,the state and localities will always be following up with the rules and regulation of the land and the immigration policies are always structured in the national benefits so,state and locality is must be following up with these rules and regulation in order to protect the interest of various citizens.

The Federal government has formulated policies regarding immigration and it is trying to protect the interest of its citizens and the state and locality should always be trying to comply with those rules and regulations and the central government should always be trying to enforce them to comply with these regulations in order to protect the interest of the citizens of the domestic country and keep a check on the immigrants.
