The trp operon in the low level of tryptophan, repressor is not bound to the tryptophan, hence the repressor doesn't bind to the operator and hence the leader peptide is incomplete as the 2nd and 3rd regions attenuate forming the stem loop region.

When the tryptophan level is high, the repressor is bound to tryptophan which allows the binding of repressor to the operator thereby leading to generation of complete leader sequence which forms as a result of the attenuated 3rd and 4th region and hence transcription is not active.
