IMPOSING PUNISHMENT ON THOSE WHO BREAK THE RULES

Control means the power to direct people’s behavior or the course of events in according to the oxford dictionaries. A legal rule by nature makes it mandatory for the citizens of a country to abide by them . Making it an extreme situations for those who go against the law .Law is there to protect the rights of the people . An only way that statue can exact obedience is through penalizing those who breaks them. It is seen that the lousy people take advantage of the loopholes deep rooted within the system but , Yes the formalities and legalities succesfully encircles the immoral conduct of a person and discourages any unethical practices which are unlawful , thereby controllling them.

Why not option b) changing rapidly to reflect social change

Legal rules are not likely to be effective in controlling behavior by changing rapidly to reflect social change . Because it isn’t a mechanism to be dynamic to suit the needs and provide comfort to the people but it is an ordinance that commands its compliance.

Why not option c) allowing government to choose which persons the law will apply to

It does not differentiates anybody .Everyone is equal in front of law, if it gives freedom to choose the number of people it will be binding on then it becomes powerless in exacting conformity by all the sections of society ,thus this option is invalidated and will not be considered since it does not give a choice to anybody to obey any law but is a mandation those who comes under the judiciary of it.

Why not option d) reflecting the values of society

Legal rules are not likely to be effective in controlling behavior by reflecting the values of the society. Because it is not a social concept that works emphatically but a judicious concept that are formed itself to be followed and abided by to protect the rights of the deprived and punish those who benefits from the exploitation of others. Yes it does reflect values of society but social norms are not accepted by everybody equally meaning , the generally accepted social conduct is not enough to control malicious behavior. A handful of people will always rise up to disagree with the trend and disobey the law failing to exact control over them.
