Check the lottery rules where they will state how the winning ticket is selected.
There is no rule governing the way wins are selected other than the rules must be published and when the game is audited, payouts and denial due to non-winner are done according to the published rules.
If your ticket has a grid of numbers and asks you to mark six numbers then it is a Pick Six game and the order drawn does not matter. You are selecting the numbers that you think will be drawn in no particular order.
In the PowerBall game you make two separate selections. The Pick Six grid where you mark six numbers works just like the game above. When the Pick Six drawing is finished, then another drawing will be made for the PowerBall number. If your PowerBall selection matches the PowerBall draw, then your winning Pick Six may be upgraded to a PowerBall prize (I think if you match 3 or more AND get the PowerBall you will get a PowerBall prize [The jackpot if you match six and the PowerBall]. It has been many years since I have looked at PowerBall rules)
