Part 2: stoichiometric coefficient in front of OH- in the balanced reaction = 2

Part 3: stoichiometric coefficient in front of Cl- in the balanced reaction = 1

Part 4: stoichiometric coefficient in front of OCl- in the balanced reaction = 1

Part 5: stoichiometric coefficient in front of H2O in the balanced reaction = 1

Solution:- Cl2(g) → Cl-(aq) + ClO-(aq)

for writing balance cell reaction in basic condition first we have to write unbalanced half cell reactions in oxidation and reduction

Oxidation Cl2 → 2ClO-

Reduction Cl2 → 2Cl-

now balance oxygen atoms to both sides and then balance hydrogen with adding OH- and H2O

Oxidation Cl2 + 2H2O + 4OH- → 2ClO- + 4H2O

Reduction  Cl2 → 2Cl-

balance the charge to both sides by electrons

Oxidation Cl2 + 2H2O + 4OH- → 2ClO- + 4H2O + 2e-

Reduction  Cl2 + 2e- → 2Cl-

balance the electrons factor to both sides

Oxidation Cl2 + 2H2O + 4OH- → 2ClO- + 4H2O + 2e-

Reduction Cl2 + 2e- → 2Cl-

then add both  balanced half cell reactions

we get,

Cl2 + 2OH- → Cl- + ClO- + H2O
