I feel that the two most important steps of System Development Life cycle are:

Planning - This is the stage where the idea is conceived & thought process regarding the ultimate objective is started. It has to be concrete & practical. If this stage goes wrong then the entire process is doomed to fail since the palnning was faulty no matter how good the execution

Testing - This is also a very imprtant stage of the life cycle.If there was any error in the building, planning or any other stage of the life cycle, it needs to be rectified before being launched in the market. Testing the product before the same can uncover various hidden issues with it which require fixation and correction.Hence, testing stage acquires a very critical role.

No, none of the stages can be left out of the cycle. All the stages together complete the System Development Life Cycle.
