The growing influence of non-governmental entities such as foreign NGOs and transnational companies has given rise to a debate on the position of the governmental and how the state can cope with a variety of pressures in an environment. State and state agencies are constantly under pressure from both the domestic and global arenas as a result of globalization. The state needs to be strengthened, especially in developing countries and public administration innovations are required to address the threats of poverty, HIV / AIDS, inequality and disease.
Globalization has been proposed to weaken the position of the state and promote the private sector, but this idea has been discredited; globalization or not must survive the nation-state. The state remains a major player in both domestic and international arenas, and some scholars suggest that by establishing a more secure international climate, the state can be strengthened

This modern policy management and reinvention not only changed public administration but also modified the language used to characterize administration
The economic welfare model emphasizes the individual's economic wellbeing, and is based on democratic ideals and free enterprise, with limited government interference in the individual's activities. The economic welfare state's goal is to create an atmosphere in which an individual is free and left to establish his / her own economic welfare in accordance with his / her own skill. This will encourage the individual to care for his / her own personal well-being.
