. Any type of violence toward staff is a concern for juvenile
correctional administrators because it constitutes an immediate
threat to the order maintenance of facilities and well-being of
youth and staff. Victims of assaultive behavior can experience
physical and psychological harm, both potentially leading to death.
There are also economic costs in terms of medical expenses, lost
workdays, turnover, legal liability, and high insurance premiums.
Administrators have to consider the costs related to housing
movements, reclassification, facility instability, and the
interference of rehabilitative efforts. Youth who assault staff may
receive new adjudications, longer lengths of stay, and parole
denials, all of which place additional burdens on the juvenile
justice system and increase the costs to taxpayers.
The Texas Department of Juvenile Justice (TDJJ) has requested
that you evaluate youth assaults against staff in their secure
institutions. TDJJ would like to know what correlates are related
to youth assaults against staff in order to provide programming to
prevent assaults and to provide a safe correctional
environment.
