Do you think officers who participate in noble cause corruption are more likely to experience moral decline towards more meat-eater corruptive tendencies?
No. From my point of view, this is less likely to happen. This is because, officers who participate in noble cause are 100% having good intention to protect the vulnerable in the society from being victimised. As per the concept of Utilitarianism, this is the end result and the means to obtain the end result is expected to be legal and genuine. However, in many circumstances, officers might find themselves more focussed on end result than the means. It is their focus on the end result which makes them involve in illegal activities. However such involvements will not create any sort of moral decline as moral decline if happening will not lead to a positive end result and might result in the termination of their services from the purpose of noble cause.
