1) MEAN:

The mode is the number that occurs most often within a set of values.

Check the first two digits and form the stem and last digits will be the leaves. So stem values lies from 11 to 21. And then form the leaves by filling up the last digit of each sample values. Hence we get the stem and leaf plot.
