CARRYING CAPACITY
The maximum population size of a species that can be sustained in a specific environment is called the carrying capacity of that environment i.e the maximum number of individuals of a species that an environment can support. The carrying capacity depends on a number of factors including availability of food, water supply, environmental conditions and habitat, and even sanitation and medical care.
When the resources in a particular environment are just sufficient, the population is at equilibrium with the carrying capacity. Here, the birth and death rates becomes equal, and the size of the population does not change.
When the resources are limited, i.e, insufficient space, food supply, or sunlight, the population size is above the carrying capacity of that environment. So, the population size decreases above carrying capacity.
If the population of a given organism is below the carrying capacity of a given environment, there is a natural increase in the population size.

So, some cities, states, and counties that have reached carrying capacity means the reources are just sufficient to meet the needs of the present population. So, the birth rate will be equal to the death rate and as a result there is no net growth of the population size.
