10. What are the special problems involved in evaluation research? Be sure to include logistical, ethical, and political problems.
The main issues associated in evaluation research involve the folllwing dimensions:
A. Logistical problems: These issues are associated with arranging for research instruments, along with their distribution and return. Although these tasks may seem minute, they can prove to be very challenging as evaluation research is carried out in real world settings and thus many efforts are required to go into the set up for data collection. The control over extraneous variables also adds to the strain of logistical considerations, as these studies are not conducted in a controlled, laboratory-like environment.
B. Ethical problems: Several ethical issues can arise in evaluation research, sometimes concerned with the area of study itself. For instance, a program maybe found to benefit the experimental group but in that case, one has to consider the impact of not exposing the control group to the program. Other issues to be considered include those relating to privacy and confidentiality, establishing standardised procedures and protocols, and restoring the rights and safety of the participants.
C. Political problems: Politcal issues are likely to arise in evaluation research of the topic of interest in an initiative from a government or related institute. In such cases, vested interests and motives may result in the distortion of results in the favour of the organisation.
