What does it mean when 2 dashes (--) are indicated as an efficiency ratio, is it that it is 0 or close to it or that the data was unavailable? I have to compare two company's.

It does not mean that ratio is Zero or close to zero but means that either ratio is not calculated or data is unavailable to calculated ratio.
