In case of World Trade Organisation (WTO), a minimum number of judges are required to hear the cases that are filed by various international institutions. But since a long time, appointment of new judges are being blocked by the Unites States, majorly after Donald Trump became the President. The rule says that for appointment of new judges, all 5 permanent members of the UN Security Council should give consent and that is the main problem.
