In case of World Trade Organisation (WTO), a minimum number of judges are required to hear the cases that are filed by various international institutions. But since a long time, appointment of new judges are being blocked by the Unites States, majorly after Donald Trump became the President. The rule says that for appointment of new judges, all 5 permanent members of the UN Security Council should give consent and that is the main problem.

Also, the Doha round of negotiations of the WTO to lower trade barrier around the world has been failed as of 2014 since member countries couldn't reach into an agreement.
