To calculate Energy efficiency ratio (EER) you need to apply the following equation:
EER = Ec / PA
In this case the Ec is 12,000 BTU/h and the Pa is 1800 W so:
EER = 12,000 / 1800 = 6.67
With this value, you may say that the statement is false. However, if you convert BTU/h to kW:
1 BTU/h ---------> 2.931x10-4 kW
12,000 ------------> x
x = 12,000 * 2.931x10-4 = 3.51685 kW or 3516.86 W
EER = 3516.86 / 1800
EER = 1.95
According to this last result, the statement would be true.
So, What would be the real and true result?, well, according to definition of EER:
The Energy Efficiency Ratio - EER - is a term generally used to define cooling efficiency of unitary air-conditioning and heat pump system.
The efficiency is determined at a single rated condition specified by an appropriate equipment standard and is defined as the ratio of net cooling capacity - or heat removed in Btu/h - to the total input rate of electric power applied - in Watts. The units of EER are Btu/Wh.
Then, the result would be 6.67 BTU/Wh, so the EER exceed 3.5. The statement is false.
