1. Strategic decision making is a process of making policies for present and future, by considering all the aspects in both present and for future also. In this, we plan for future by considering present. Hence, future always carries uncertainities, we do not know how we are going to be achieve those. Some of the times we may encounter some problems during the process. Once we find a gap between our targeted outcome and actual outcome, it means there is a gap existed. It is our task to find it, listout the reasons for it and work to resolve those problems.
When we find a specific problems, we need to list the consequences and output or results of the problem. If they are little or minor, wont show impact on performance and output, can be accept. But due the problem, the total perform is declining or resulting in some other problems, we must think about these and work to resolve these. The stages involves in problem sovling are:

Primary constraints are those which the limitations to perform a task. in this example the primary constraints are selecting the location, availability of funds, getting approval from authorities, etc. Secondary constraints are those, once we receive the approvals, how we go further. In this example, resource allocation, pooling, monitoring, work division, monitoring and cotrolling comes under secondary constraints. Here the choice of location depends on many factors, that must meet the obligations and expections of all the stakeholders.
