Can someone explain this quote to me,
Chares Taylor work, "What's Wrong With Negative Liberty"
"If we are free in the exercise of certain capacities, then we are not free, or less free when these capacities are in some way unfulfilled or blocked."
Freedom as we understand comprise to do anything we want wherever we want without any external or internal obstacles and by contrast above quote says that as we understand complete to do anything we want wherever we want without any external or internal obstacles by contrast above says that if we have some unfulfilled or blocked capacities in our freedom we tend to disrupt self-awareness self standing
thus we can say that our freedom is restricted when A business man who holds a lot of property and money gives his heir all the luxuries he can give and desire but in case of businesses the son or daughter takes over the same business as the father dwithout having no choice of their own which is just restriction of freedom maybe not in a serious political debate but in a personal expression
freedom identifies with self direction and exercise of certain capacities which are relevant to self-awareness self understanding and self control these exercises could not amount to freedom in the sense of self direction if the capacity and unfulfilled or blocked ..Thus this negative concept of liberty often questions our integrity as an individual or citizen
