Criminal laws vary widely throughout the world.what may be a "crime" in one country may represent permissible conduct in another country? Why do you think there are such vast global differences in this regard?

Yes the crime in one country may or may not be crime in another country. The crime is judged on the basis of place where crime has occurred.
There are different laws and regulations in different countries and locations and on the basis of which criminal is judged to be accused. It means if One person commits a crime in one country and flew to another country where the said act is not done then he will not be accused for that bad act.
Because of this there arises need of Extradition Laws. Extradition is an act where one jurisdiction delivers a person accused or convicted of committing a crime in another jurisdiction, over to their law enforcement. It is a cooperative law enforcement process between the two jurisdictions and depends on the arrangements made between them. Besides the legal aspects of the process, extradition also involves the physical transfer of custody of the person being extradited to the legal authority of the requesting jurisdiction.
The global differences in way of treating crime is solely depends on the legislature and criminal laws of particular country and more depends on where the crime is committed. Therefore this leads to vast differences.
