24^th September 2012 the united nation held a meeting on the rule of law on the national and international level and many state representatives spoke about the importance of international criminal court (ICC) to the nation. The role of ICC is ensuring that there is compliance with specific norms of international law that objective is to prevent mass violence. The ICC ensures that it fight against impunity by ensuring that most severe crimes do not go unpunished and promoting respect to international law (Glasius, 2010).

Thus the ICC is responsible in prosecuting individual who cause or contribute to mass violence against humanity and when the national jurisdictions are not capable of doing that. The ICC reduces impunity not only by punishing perpetrators, but also by allowing victims to participate in the judicial proceedings and to apply for reparations thus this empower victims and bring retributive and restorative justice closer together. Trust Fund for Victims also has been created which and has the dual mandate of implementing court ordered reparations as well as providing assistance to victims and their families ( Robinson, 2003).In order the court effectively deliver is a service the ICC needs the support and participation of States. The international group has, on different events, announced its assurance to end impunity for the severest misconducts, and collaboration with the ICC is a solid approach to offer impact to that goal. As the ICC has no police constrain of its own, it requires States' collaboration for the authorization of its requests and is completely dependent upon them for the execution of its capture warrants.
