Global warming and other atmospheric environmental issues transcend international boarders but affect everyone on the planet. Recently in Brazil, vast, intentional burning of Amazon jungle areas were justified by the Brazilian government as necessary for the country's economic development. Environmental scientists say it will have long-term, permanent effects on the atmosphere and global warming.

If we consider the atmosphere a global public good, what should the international community do to address the damage? Is there anything that should be done?

Should the economic sovereignty of Brazil be respected? Why or why not?

Should all developing nations trying to improve their standard of living be given latitude in environmental issues to address their comparative disadvantages in the global market system? Why or why not?

Solutions

Expert Solution

1.

International community should use the world forum  and or form a specific world platform where the developed countries should convince developing and underdeveloped countries to take initiatives for the protection of atmosphere, nature and natural resources. Here, developed countries should give clean and green technologies to these nations as a return for the commitment to work towards the protection of atmosphere. Besides, other benefits and liberal trade terms should be offered so that development agenda of these developing and underdeveloped nations continue to operate without affecting the atmosphere.

If it is not done, then there will always be a global impasse and developing and underdeveloped countries will continue doing so as done by Brazil, in recent times. So, it is important to given them alternative means for growth and cooperate with them so that they work to preserve the atmosphere, natural environment and ecology.

2.

Economic sovereignty of Brazil should be respected. but it should be done as long as the acts of Brazil does not affect the whole world in  short term or long term. Each nation has the right and sovereignty  to form economic policies and execute the development agenda to becomes economically strong nation. It is also applied to Brazil. But, it does not mean that Brazil should be allowed to harm the nature, atmosphere in a way that can can negatively affect the whole world. Here, Brazil should prevent the scope of Pervasive incentives and the country should be discouraged to take any action that harms the world atmosphere.
If Brazil has economic sovereignty , then other nations also have the authority to take action in the form of sanctions to make Brazil in a way that is good for the whole world. Though, the first initiative should be convince Brazil and share some technological advances that can stimulate the growth in Brazil.

3.

They can be given a particular level of latitude, but it should be in a limit and it should be time bound, so that they can have adequate land, suitable for the agricultural activities and industrial development. With time, these privileges should be eliminated. Further, developed nations should not only focus upon what to do or what not to do. Rather, they should share a burden of growth in these countries so that these nations refrain from harming atmosphere.
