a. This is due to the screening or shielding effect. The 3p orbital spends more time near the nucleus in comparison to 3d orbital that means that 3p orbital is more tightly bound to the nucleus than 3d. Hence electrons in 3d are more shielded than 3p .
b. Electrons in 3d orbital are better shielded than those in 3p or 3s
c. By Aufbau principle, the 3p orbital has lower energy than 4s orbital so it is filled first. 4s can shield an electron partially
